USAHarold "Stormy" Martin is the Director of the U.S. National Coordination Office for Space-Based Positioning, Navigation, and Timing, in Washington, D.C. A member of the Senior Executive Service from the Department of Transportation, Mr. Martin leads a team of senior government advisors in the operation of the National Coordination Office, established by Presidential policy to facilitate coordination and problem resolution on the Global Positioning System (GPS) and related programs, requirements, budgets and policies across the Department of Defense, the Department of Transportation, and other U.S. Agencies.
Mr. Martin is a retired U.S. Air Force Colonel. His past assignments included command and leadership positions from squadron level to the Pentagon and he served as the Director of Operations for GPS during the wars in Afghanistan and Iraq. Mr. Martin has over 30 years of experience in GPS, its augmentations, space-based systems conducting communications and intelligence missions, and other aerospace systems. He holds a Bachelor's degree in mathematics from Purdue University, a Master's degree in space operations from Webster University, a Master's degree in military operational art and science from Air University, and is a graduate of the Federal Executive Institute.

JapanMr. Amano joined Toyota Motor Corporation in 1982. He started his career as a factory automation engineer, developing industrial robots and operation management systems for manufacturing and logistics. Then he expanded his areas covering transportation. He participated in pioneering Electronic Road Pricing demonstration project in Singapore from 1993 to 1995 as project manager of a consortium. Since then, he has been involved in a variety of ITS projects both in Japan and overseas. He has been a member of the International Program Committee of ITS World Congress since 2002 and also a member of the Board of Directors since 2006. He assumed the position of President and CEO of ITS Japan in 2009. He has also been the Secretary General of ITS Asia-Pacific since 2009.

GermanyMr Friedrich is Deputy Head of Division 512 “Electronics and Autonomous Driving” at the German Federal Ministry of Education and Research (BMBF). His responsibilities include research funding for innovation in electronic components and systems for autonomous electric vehicles as well as for the realization of automated driving functions.
He holds a Diplom masters-level degree in Public Administration from the University of Konstanz (where he specialized in Technology Assessment and Science Policy). From 1985 he worked as a researcher at the Fraunhofer Institute for Industrial Engineering IAO in Stuttgart. In May 1989 he joined the Federal Ministry for Research and Technology (BMFT, which later became the BMBF) as a project officer. He has been part of Division 512 since September 2012.

FranceAnne-Marie IDRAC is France's High Representative for the Development of Autonomous Vehicles. She has a brilliant career in French public service, politics, and business. She devoted most of her career to environment, housing, town planning and mobility. She is former Minister of State for Transport (1995- 1997) and former Minister of State for Foreign Trade (2008- 2010). She is also former Chairperson and CEO of the Parisian public transportation company, RATP (2002-2006), and of the French national railways, SNCF (2006-2008). Currently, she is a Board member of Saint Gobain, Total, Bouygues, Air France KLM and Senior advisor to Suez and SIA Partners. Ms Idrac is a Commandeur in the French Ordre du Merite, and an Officer in the Ordre de la Legion d'Honneur.

ChinaKeqiang Li received his B.S. degree in Automotive Engineering from Tsinghua Univ. in 1985, M.S. degree in Automotive Engineering and Ph.D. degree in Mechanical Engineering from Chongqing Univ., in 1988 and 1995 respectively. He worked in Japanese and Germany automotive companies and academic institutions for many years including Visiting Professor at Tokyo University of Agriculture and Technology and the University of Tokyo, Aachen University of technology (Germany), Research Fellow at National Traffic Safety & Environment Lab. (Japan) and Technical Center of Automotive Body, Isuzu Automobile Corp. (Japan).
Currently, Dr. Li is the Professor of Automotive Engineering at Tsinghua University, and also the director of State Key Laboratory of Automotive Safety and Engineering. His main research areas include automotive control system, driver assistance system, and networked dynamics and control. He is leading the national key project on ICVs (Intelligent and Connected Vehicles) in China. Dr. Li has authored about 200 journal/conference papers and is a co-inventor of over 80 patents in China and Japan. Dr. Li has served as fellow member of Society of Automotive Engineers of China, editorial boards of International J of Vehicle Autonomous Systems, Chairperson of Expert Committee of CAICV (China Industrial Technology Innovation Strategic Alliance for ICVs), and CTO of CICV (China ICV Research Institute Co., Ltd.). Dr. Li has been a recipient of “Changjiang Scholar Program Professor”, National Award for Technological Invention in China, etc.

He is Chair of the TM 2.0 ERTICO Platform and in 2018, he was chairing the Organizing Committee of the European Transport Research Arena (TRA) in Vienna.

Harri is leading the company in development of market enabling software for autonomous driving. Recently Sensible 4 launched GACHA shuttle bus for all-weather conditions together with Japanese MUJI. Prior to Sensible 4 he was among the first to take automated buses to open-road conditions in 2016, as well as he built the whole Finnish road automation ecosystem, now determined to stabilize Finland's international role in the forming of the market. Deep know-how in high level automotive systems, integration and vehicle development. Before founding Sensible 4, Harri has been actively working towards enabling AV's in Finland as well as developing Electromobility. Harri has his BSc. in Automotive Engineering in 2006 and his MSc. in Machine design from Aalto University in 2010.

Steven Shladover

USADr. Steven Shladover has been researching road vehicle automation systems since 1973, beginning with his masters and doctoral theses at M.I.T. He was the Program Manager, Mobility at the California PATH Program of the Institute of Transportation Studies of the University of California at Berkeley until his retirement in November 2017. He led PATH's pioneering research on automated highway systems, including its participation in the National Automated Highway Systems Consortium from 1994-98, and has continued research on fully and partially automated vehicle systems since then. This work has included definition of operating concepts, modeling of automated system operations and benefits, and design, development and testing of full-scale prototype vehicle systems. His target applications have included cooperative adaptive cruise control, automated truck platoons, automated buses and fully-automated vehicles in an automated highway system.
Dr. Shladover joined the PATH Program in 1989, after eleven years at Systems Control, Inc. and Systems Control Technology, Inc., where he led the company's efforts in transportation systems engineering and computer-aided control engineering software products. He chaired the Transportation Research Board (TRB) Committee on Intelligent Transportation Systems from 2004-2010, and the TRB Committee on Vehicle-Highway Automation from 2013-2019. Dr. Shladover leads the U.S. delegation to ISO/TC204/WG14, which develops international standards for “vehicle-roadway warning and control systems”.

He is Guest Professor of Tongji University and Yanshan University at China. His research area is dynamics and control engineering, human-machine interface, and their applications to automobile and new generation mobility. He has conducted many industry-academia collaborative projects with automobile and railway industries, and developed many practical outputs such as automated platoon truck system. He is a board member of JSAE, ITS Japan and charged committee member of Japanese Governments. He hosted many international conferences.

JapanMr. Sugi joined National Police Agency (NPA) in Japan after graduation from Waseda University, and has been engaged in making policies on traffic management more than a decade.
He also has been coping with international affairs. He worked at the Embassy of Japan in the Middle Eastern country as a consul from 1998 to 2001, and was engaged in international cooperation as the Assistant Director of International Affairs Division in NPA from 2005 to 2007.

Prof. Kawamoto‘s research interests include Automation in Public Transport, First/Last Mile Mobility and Mobility Society Systems. JapanKatsuya ABE graduated as a Doctor of Business Administration (DBA), University of Maryland, USA; Master of Business Administration (MBA), Imperial College, University of London, UK; and a Master of Engineering (MEng), Tokyo Institute of Technology, Japan. He is currently Director of Intelligent Transport Systems (ITS) policy and program office, Road Bureau, Ministry of Land, Infrastructure, Transport and Tourism, Government of Japan. Major duties are to (1) make policies, manage several demo-type projects and coordinate standards with other stakeholders, in order to achieve the automated vehicle society and to (2) make policies, and lead R&D, in collaboration with private companies in order to develop and promote Dedicated Short Range Communications (DSRC) systems connecting vehicles with road infrastructure. He is proud of being 27 years as a dedicated badminton player, having attained the level of the first grade player of Iai-do (the Japanese martial arts focusing on the draw cut), and having master of a French horn player.

FranceNadege FAUL, 55, has a 24 years’ experience as a senior executive in the automotive industry, at PSA group (1990-2014). She is graduated from Neoma Business School and joined PSA Group in 1990 after a first experience in the banking sector. After a career in the international commercial divisions on the group, she specialized in the development of services and customer experience. In 2011, she created the New Mobility Services division for PSA group and managed the strategic platform that ended up with the creation of the Connected Services and New mobility Business Unit in 2014. She then joined VEDECOM as Project Manager, where she has been leading research projects targeting the development and experimentation of automated mobility systems and services, and their integration in the cities’ transport networks and infrastructure. She is focusing on the technologic and socio-economic challenges of Connected Collaborative and Automated Mobility in urban and peri-urban areas, for the sake of safer and more intelligent cities. She is coordinating several large scale FOT projects for VEDECOM (Paris Saclay Autonomous Lab, SAM), and has an active role in the France V?hicules Autonomes program, as well as in several collaborative projects for the introduction of automated vehicles in the public transport. She is also contributing to several European projects (ESPRIT, CoExist, CARTRE, ARCADE).

SingaporeAn engineer by training, Dr Chin Kian Keong has been with the Land Transport Authority since its founding in 1995. Over the years, he had been involved in the development of various road and traffic management systems. These include the Electronic Road Pricing (ERP) system and various Intelligent Transport Systems (ITS) to better manage traffic safety and efficiency. The future of transport, including the role of automated vehicles, also occupies him. He became a Group Director in 2007 and is now the Chief Engineer, Road & Traffic. He has presented and published papers at many conferences and technical journals over the past years, and had lectured at the local universities' academic programs in transportation.

USARandell "Randy" Iwasaki is the Executive Director of the Contra Costa Transportation Authority (CCTA). Iwasaki was appointed by the CCTA Board on April 16, 2010. In his role as Executive Director, he administers the one-half percent sales tax program. The Authority is also the Congestion Management Agency, so he makes recommendations on how state and federal transportation funds will be used in Contra Costa. He created GoMentum Station the largest secure autonomous/connected vehicle proving grounds in the US. He continues to work with Silicon Valley companies to provide innovative solutions to congestion relief.
Prior to his appointment as Executive Director, Iwasaki was appointed by Governor Schwarzenegger Prior to his appointment as Executive Director, Iwasaki was appointed by Governor Schwarzenegger in August 2009 as Director of the California Department of Transportation. He was in charge of the operation of the California state transportation system, including more than 50,000 lane miles of state highway, intercity passenger rail, and more than 250 general aviation airports. He oversaw an annual budget of almost $14 billion and a staff of more than 22,000 people.

Ms. Machek was selected as a member of the 14th class of Maureen and Mike Mansfield Fellows, spending a year embedded in the Japanese Ministry of Land, Infrastructure, Transport, and Tourism; local government offices; and Tokyo Metro. She holds a Master in City Planning from the Massachusetts Institute of Technology.

Satoshi Kitazaki

JapanDr. Kitazaki received his Bachelor's degree and Master's degree of engineering from Kyoto University Japan in 1983 and 1985 respectively, and Ph.D. from the Faculty of Engineering and Applied Science, University of Southampton, UK in 1995. He had been working for Nissan Motor as a human factors engineer from 1985 till 2012. His research and development in Nissan included human vibration and ride comfort, car sickness, seating ergonomics, fatigued driving, human machine interfaces, and driver support systems. Between 2012 and 2015, Dr. Kitazaki was a professor in Neurology, University of Iowa, US, where he conducted research for safety of older drivers and drivers with medical problems, and also human factors in automated driving. He has been working in AIST as the first Director of Automotive Human Factors Research Center since April 1st 2015. The vision of his Research Center is to establish human-centered methodologies to design vehicles to be safe, comfortable and enjoyable for all drivers. The researchers are conducting research in three main fields; support of older drivers, human factors in automated driving and driving pleasure based on their core competencies, which are integrative approaches to understanding of drivers using behavioral, cognitive, neurological and physiological measures. Dr. Kitazaki also has been the leader of SIP-adus Human Factors research project which started in 2016 as a three-year project by a consortium with two universities and a supplier.

GermanyKlaus Bengler graduated in psychology at the University of Regensburg in 1991 and received his Doctorate in 1994 in cooperation with BMW. After his diploma he was active on topics of software ergonomics and evaluation of human-machine interfaces. He investigated the influence of additional tasks on driving performance in several studies within EMMIS EU project and in contract with BMW. Multifunctional steering wheels, touchscreens and ACC-functionality are examples for the topics of these investigation.
In 1997 he joined BMW. From several projects he is experienced with experimental knowledge and experience with different kind of driving simulators and field trials. At BMW he was responsible for the HMI project of the MOTIV programm a national follow on programm of PROMETHEUS. He was work package leader in an actual EU project Speechdat Car, dealing with voice recognition in vehicles. Within BMW Research and Technology he was responsible for projects on HMI research.
He was active as a subprojectleader for subproject 2 “Evaluation und Methodology” within the EU funded integrated project AIDE. He is active member of ISO TC22 SC13 WG8 ?Road vehicles - Ergonomic aspects of transport information and control systems“ and chairman of the German delegation.
Since May 2009 he is leader of the Institute of Ergonomics at Technical University Munich which is active in research areas like digital human modeling, human robot cooperation, driver assistance, automated driving and human reliability. Among intensive industrial cooperation the Institute is engaged in the funded Projects DH-Ergo on Digital Human Modeling and ECOMOVE on anticipative driving and H-Mode or D3COS on highly automated and cooperative driving. He is project leader in the German research initiative UR:BAN that investigates the potential of driver assistance and active safety systems in the urban area.

CanadaDr Joanne L. Harbluk is a Human Factors Specialist with the Human Factors and Crash Avoidance Division of Motor Vehicle Safety at Transport Canada. She investigates human-vehicle interaction with the goal of improving safety and her work is focused on the human factors of driver interactions with automated driving systems. Current topics include test methods, interface design and appropriate trust in automation. She has participated in EU projects, as the Canadian site lead (HASTE) and as a Human Factors advisor (XCYCLE), in international collaborative research projects supporting the development of ISO Human Factors standards and in other collaborative research projects contributing to the development of guidelines, standards and regulations. Joanne is a Canadian Expert to ISO TC22 SC39 WG8 (Road vehicles ? Human Machine Interface) where current work addresses Human Performance & State in the Context of Automated Driving as well as External Communication for ADS. She participated in several committees in the SHRP2 Naturalistic Driving program and the Canadian Naturalistic Driving Study and continues her involvement as a member of the Data Oversight Committee for SHRP 2 Data. She participates on the Scientific Coordinating Committee for International Conference on Automotive User Interfaces (AUTO-UI) as well as several Transportation Research Board Committees. She received her MA and Ph.D. degrees in cognitive psychology from Western University. Joanne is an adjunct research professor in the Psychology Department at Carleton University in Ottawa Canada, and is an associate member of that university’s Centre for Applied Cognitive Research. Prior to joining Transport Canada, she was a Fogarty International Research Fellow at the National Institutes of Health, NIAAA Laboratory of Clinical Studies, Cognitive Neurosciences Section in Bethesda Maryland, USA.

USASince October 2016, Dr. C. Y. David Yang is the Executive Director of AAA Foundation for Traffic Safety and he oversees the day-to-day operations of this non-profit research and education organization. Previously, he was with U.S. Department of Transportation.
Dr. Yang has co-authored over 50 peer-reviewed journal articles, conference papers, and government reports on subjects related to traffic safety, operations, planning, and Intelligent Transportation Systems. An ITE Journal article he co-authored won Institute of Transportation Engineers' 2015 Traffic Engineering Council Best Paper Award. Dr. Yang attended Purdue University and received his Bachelor of Science, Master of Science, and Doctor of Philosophy degrees in the field of civil engineering. In April 2018, he was honored with the Civil Engineering Alumni Achievement Award from Purdue University.

He received Doctor of Engineering from the University of Tokyo in 1986. Starting from Cryptography in the early 80's, he has opened up the field of security measuring for logical and physical security mechanisms. Currently he is interested in research and education of Embedded Security Systems such as IoT Devices, Cryptographic Hardware, In-vehicle Networks, Instrumentation and Control Security, Tamper Resistance, Biometrics, Artifact-metrics, and Countermeasure against Cyber-Physical Attacks. He is serving as the chair of the Japanese National Body for ISO/TC68 (Financial Services) and the Cryptography Research and Evaluation Committees (CRYPTREC) and as an associate member of the Science Council of Japan (SCJ). Paul's experience includes cybersecurity engineering research, consultancy, penetration testing and security certification. He is a UK Expert to the international committees developing ISO/SAE 21434 cybersecurity engineering and ISO 24089 software updates, and the UNECE task force for cybersecurity and over-the-air updates. Paul also led the UK funded 5StarS project, which recently completed development of a cybersecurity assurance framework and consumer rating system for connected and autonomous vehicles. Paul has contributed to the development of industry security standards in the areas of V2X communications and Common Criteria certification. He is author/co-author of publications on side channel attacks and automotive cybersecurity engineering.

USAMichelle Chaka joined Virginia Tech Transportation Institute (VTTI) in 2017. She is working to expand its regional support and create new research opportunities that continue to advance transportation safety. One of her focus areas is NHTSA’s FMVSS Considerations for Vehicles with Automated Driving Systems project where she serves as a co-PI. She is also the vice-chair of VTTI’s Automated Mobility Partnership (AMP) program. Prior to coming to VTTI, Mrs. Chaka worked at Ford Motor Company. During her twenty years at Ford, she held a variety of positions centered on vehicle safety. Most recently she managed the Automotive Safety Office’s Advance Rulemaking and Strategy department where she led the development and delivery of Ford’s corporate safety strategies and policies. In this role, she worked with government agencies and other safety organizations to help enhance motor vehicle safety in areas ranging from crashworthiness, cyber security and automated driving systems. Mrs. Chaka started in Ford’s Body Engineering and then spent several years in the Crash Safety department where she led the occupant development for the F-150 and the overall safety attribute for the Fusion. During her time at Ford, she was fortunate to help deliver major safety initiatives for Ford and the larger safety community. Some recent examples include the creation of the Auto-ISAC and the Automatic Emergency Braking Memorandum of Understanding. She has a Mechanical Engineering degree from Michigan State University and an Automotive Engineering Master’s degree from University of Michigan.

His additional academic experiences are, “Visiting Professor, Tokyo University of Agriculture and Technology (TUAT) from 2014 to Present”, and “Project Manager, Japan Science and Technology (JST) Agency’s S-innovation Project “Autonomous Driving System to Enhance Safer and Secured Traffic Society for Elderly Drivers” to enhace automotive safety performance from 2011 to Present.
He graduated in Mechanical Engineering at the Waseda University in 1978. He had been working for Toyota Motor Corporation from 1978 till 2016 as an engineer of vehicle control systems like of vehicle dynamics, active safety, ADAS and made a lot of effort to diffuse them to the market, such as, VSC (ESC), PCS (Pre-Collision Safety system). Since 2004 he was rsponsible for huge integrated vehicle systems of ADAS, integrated safety, energy management, ITS, etc. as an General Manager in Integrate System Engineering Division. He recieved some awards, “The US Government Award for Special Appreciation for contributions to the development and popularization of safety technology, awarded by the National Highway in ESV 2009“.
